This is a steel framed structure.  We had to pad out all the steel beams and hang the floor joists of the first floor on ledgers screwed into the concrete.

Some of the steel columns and beams didn't line up to where they had to be, and we had to do "work-arounds".  We actually had a LOT of these in this house.
